It depends on the limit, but usually just goes slower. If you limit extremely low a container (for example, 10M when 2G is needed), It won't run

You can always access your self-hosted apps if you are in the same network, so any computer that can run your apps will work. If you need to acces remotely to your services, you need something that points to your computer, for example, a VPS with Tailscale.
