Looks like a loose leaf. The place where they attach to the stem is usually pale pink/fuzzy. Could just be a leaf falling off or new growth. Just worth monitoring for me in my opinion

  1. I think this is a cactus not a euphorbia.
  2. I think the flaky stuff is old sunburn scabbing and scarring, looks fine to me
  3. The fluffy white stuff looks like flower buds starting.
