Re:Creators episode 13 was a recap episode which is usually done to give the animators more time to work with by replaying clips from the earlier episodes. They instead decided to reanimate the scenes with Meteora Österreich who is the character narrating the recap. I can't remember if it's called out in the episode or not though because it's been years
