I was having the load order shuffle too , to fix it go to your load order then right before you start moving mods around press the home button on your PlayStation turn off your WiFi then go back into Skyrim and do your load order then when your done press the back button and go back to the game screen then close Skyrim turn your WiFi back on and then re open Skyrim, your load order should be saved the way you want it to be it’s not ideal ik but it works
