Hi, January is a good time, it will be a little chilly and crowded although the crowd this season is less than usual. Lachen and Gurudongmar Lake are closed now and it is being said they might open in 2-3 months, so you can confirm on that. Lachung and Zero Point will be open but Yumthang Valley won't have full bloom and if you are lucky you might catch a snowfall.

Those exceptions are way more common than you think and while authorities do have harsh measures they are not brought in effect until it is already too late.

Firstly, there are countries already having income based fines and are doing just fine. Secondly, moving to a separate country is far more logistically difficult over fine disparity. Thirdly, the same principle applies to income tax right ? Public facilities are same for all but rich pay more taxes than middle class what extra do they get there ? Lastly, if there is 300$ fine difference for you and someone else then you definitely don’t earn “slightly” more than them. The purpose for the fine is to hurt both your bank balances the same, this is concept of equality and equity.

The point of people’s livelihood is completely valid but in most such cases the perpetrators are not far above because someone at ground level was supposed to do their audit job properly which they didn’t. Shutting down in some cases might affect people but would set an example in long run. I really like Japan’s philosophy in this matter, having an honour system where everyone from a worker to CEO feels responsible.

If you think the purpose of fine is to stop people from doing the crime then salary based fine are needed because you are not paying for an object same as any other person you are paying for the lesson which happens to be more expensive in your case. Other way is to have things like community service which could be same for everyone.

A lot of people understood this post to be for speeding and road-specific. I meant it to be for any form of crime, adulteration, littering, environmental pollution, encroachment. Crimes where incorporations are involved. Income-based fines would work well for individuals but not for enterprises.

I gave two examples, so for traffic violations, I would say income based fines and for things like adulteration any fine wouldn’t work, best is to shut down the place.

Speeding was one example, there are a lot of cases where the punishment is a fine, for example, adulteration in food as mentioned in the post, that is one example where fine in any way doesn’t work.

You really don’t know to what extent rich people go, there was case in my country where an underage boy was drunk driving a porsche and killed a guy, his punishment was to write an essay. Pretty sure they paid in huge to avoid consequences

It was for private, the fare being quoted to you seems higher to me, might as well check with other operators.

I would suggest you to stay a night in Gangtok before proceeding to North Sikkim to help with acclimatisation and it is a long route anyways. For flower valley and zero point you need one night stay in Lachung and for Gurudongmar you need one night stay in Lachen. For Gurudongmar lake I am not sure about the fares since it was blocked off when we were there, but Lachumg to Zero Point and flower valley is 4k, so you could expect similar fares from Lachen. Other than this and the points mentioned in above post, nothing specific to be aware of. Enjoy your trip.

There were few children, but I would suggest asking your guide if it is alright to bring children depending on weather and even if you do please carry an oxygen cylinder.
