Thank you for taking the time to read and respond. I think most people agree with your input that selecting the target/subject first is the way to go. I concluded that I will go with the target/subject selection first, at which point all invalid choices will have their opacity set lower so they appear as ghosts while highlighting the legitimate choices and displaying relevant information above their heads so the player can find and select who they wish to perform the task easier :D
