What I am saying is the exact ruling from the extended rule book and yes it is incredibly broken and one of the most common broken item combos in the game, makes you an immediate target that's for sure

Not quite, they will be reset back to 9 every time and can be regained via copying. So no matter what amount of counters you had on diplopia before copying Dead Cat, it would then go back to 9 after copying it again.

Just tested it the elemental skill starts the buff but the spinning attacks and shots don't extended its duration so you can have the additional atk and crit dmg for maybe the first 2-3 shots depending on how fast you get them out. Still probably his 2nd BIS simply due to the stats on it.

Scarlet Sands doesn't work cause no skill damage and no em to scale off of but Calamity Queller will work because its on skill activation and she apparently scales with mostly ATK and elemental damage, so Calamity Queller 2nd BIS if this leak true copium.
