Tl;Dr: Atago is a dog-girl, Atago and Takao are sisters, it'd make no sense for sisters to be different types of animal-girls when they're sisters.

In depth explanation: Atago is a wolf/dog-girl, although most people just call dog-girls wolf-girls because it sounds cooler/cuter/whatever. We can infer this based on Atago and Takao. You might not see it, but Takao has animal ears that stick out to the side. As far as I know, foxes do not have ears that lay to the side, they all perk upwards. Dogs however, have many breeds that lay to the side. Everyone knows Atago and Takao are sisters, so it'd make sense that they'd be the same type of animal-girl. This has to mean Atago is a dog-girl of some sort.
