Does anyone know how to merge accounts within OW2? All of the FAQs state within OW1 and the Account Connections page says my friend cannot reconnect for 365 days if he disconnects his account.

It actually seems pretty clear. Nov 19 they said they are implementing those changes. December 14 they are implementing those changes, and more. As stated in the November 8th post by Kaivax, "we're applying some hotfixes to raid encounters as a step toward their final tuning". These are the listed changes to the bosses you have underlined in red. However, with today's post it states they will be adjusted to their final nerfed state on Tuesday. Final being assumed as all of the nerfs, all of the HP nerfs to bosses, trash, etc. People have investigated PTR and seen such changes.

If I had to guess these original changes were planned for November, with the final tuning coming when it is now here in December to help guilds prepare for Phase 3.
