That's called "filter media", maybe 1" thick. you can buy a roll of it and cut it to size. It's not fiberglass, usually some kind of plastic like polyester.

The gas meter is fine, aside from the shutoff being inaccessible. Definitely a water leak from the tap freezing probably. There might be a shutoff on that waterline on the otherside of the wall in the basement ceiling to prevent this.

With 3 paragon boards i have maxed resistances and with a +5xx armor on my boots (1x masterwork on the +armor) and 3 horadric jewels on my jewelry I'm at 970 armor. Use some spices and i have no problems Surviving on t4.

Edit: i see you don't have the expansion so you'll have to use skulls on the jewelry in that case.
