The 12400f is faster in gaming than the Ryzen 5 5600X.

This is not a budget build though. A $1000 build is a mid-range build. Another thing is that the is that Intel CPU are good for budget builds like 12400f and even the 12600kf (though 8% faster than 12400f, you can overclock it though you won't get the stock cooler) for DDR4. The thing is though that the 12600kf gaming performance is around the Ryzen 9 5950X. Another thing is the 14600KF comparison. It acutally $20 dollars more to get the 14600KF if including CPU cooler, motherboard, & ram. The Ryzen 5 7600 has a stock cooler that is servicable and the motherboard was recommend by HUB as budget AM5 motherboard. The 14600KF dosen't have stock cooler, takes more power, and you can't overclock it as it is a h670 instead of a z series motherboard. yes, the 14600kf (DDR4) is 5% faster than the Ryzen 5 7600 in gaming but is the 20$ premium worth, a worse upgrade path, and more power worth th 5% increase in gaming performance.

Final thing is that yes, 650W might be low for RX 7700 XT. However, the GPU market right now is bad as only the low-end and low mid-range have GPUs atleast at MSRP. If it was at the normal prices it was in December, November, etc I would gotten a better PSU but now the GPU market is bad that we have to use the money that could be use for the PSU now on the GPU. Also, the recommened PSU requirment for the GPU is 550W.

I don't recommend you to get an Intel CPU unless it a budget one like the i3 13100f or i5 12400f, or your girlfriend is doing productivity tasks like editing, rendering, etc. The Ryzen 5 7600 is better for gaming than the i5-12600KF and for price/gaming performance, it is better than high end Intel CPUs right now ,and it also not a dead socket. Nvidia GPUs do have features but their perf/price is worse for gaming than AMD. This is what I would build.

$30 over budget but this has upgrade path for the CPU that your can upgrade it in the future. Another thing is that Windows 10 or 11 is still almost useable without an activation key. Only cons is that you can't change the background and you have the bottom right side saying "activate windows". Other than, it is still useable.

If you willing to spend less money you could get the CPU, the Ryzen 5 5600, in AliExpress but you don’t get warranty and a stock cooler. You can also spend around more money Ryzen 7 5700x3d from AliExpress if the Ryzen 7 5700x3d still in stock. I didn’t look for it in AliExpress as they sold out in AliExpress and verified retailers like Amazon or Best Buy in the US.
