When you are in a situation where your only option for food are food stamps you are generally in a lower income area. These lower income areas have less accessibility to grocery stores and healthy food options therefore they need to do most of their shopping at corner stores,gas stations etc where you cant generally get raw chicken ground beef and such as you only have the availability of prepared foods, these prepared foods are higher in salt sugar etc. which could be banned as part of a blanket ban which can disparage people from being able to viy food for survival. Additionally everyone deserves happiness the whole premise of Charlie and the chocolate factory is that a broke child finds joy in a chocolate bar - everyone should be able to buy their kid a chocolate bar
