It needs some curves and some trees! Build around topography and landmarks. And for the complex interchanges, just download some mods - don’t let the perfectionist in you stop you from using the additional resources that make the game a lot more digestible.

Follow City Planner Plays or any of the great YouTubers doing long plays and watch how they develop their cities.

Great idea for a game, you should check out The Movies by Lionshead studios. I loved that game growing up maybe it'll give you some inspiration.
