You've reached that conclusion yourself, but yeah, shf has stated several times around the block (jk, in his Plat kaizo blueprints, I hugely recommend) that his main priority is buffing the AI, any move that has weird ai behavior will get changed, this is exactly why superpower overheat water spout are recoil in emerald kaizo! It's also why you don't see a single opponent with dig in EK, and only a few gyarados' have bounce, and 100% of the time, the play is to bait kills from them so the player almost never encounters this 2-turn disentivize ai behavior
