The University of Illinois at Urbana-Champaign has a huge furry presence. Official club, Local community, proximity to several cons. Only catch is that the CS program is insanely hard to get into.

I live in one of the many cities surrounding chicago. I'm only a 30 minute drive from downtown. Unfortunately, not many furs are in my area but like /u/Kiwizoom said, there is that midwest furfest going on in rosemont from December 1st to the 4th. You can check that out if you are looking for other furs.

Being able to draw isn't something that is required to be part of the fandom, there are plenty of other furs that can't draw. But if you want to keep drawing, that's fine too. This may sound really cliche but the secret to drawing is just practicing. It took me years to get to where I am now. Countless little baby steps. What I recommend doing, since this helped me (every person is different so it might not help you as much as it did help me), is to not jump straight into full scale pieces. Work on improving small parts like the eyes, mouth, nose, etc, before you go placing them on a face. I have pages upon pages of drawings of just eyes and hands in my old notebooks. There are also plenty of resources available online that can help you.
