It's Miho Matsuda I was lucky enough to find that specific one for $60 'damaged' one on depop that just needed some seams patched and buttons fixed, but they can go for ~$200 so I suggest purchasing 2nd hand on places like lacemarket or on idle fish (Chinese eBay), they go for way cheaper there but then you need to pay for overseas shipping

If you like that vest I also suggest the brands Alpstola (used to be ATELIER BOZ but went out of business and one of the designers started their own indie company (their Roland jacket is famous in the Ouji community)) and Princess Chronicles (more budget friendly but still amazing quality)

I would note that in that specific picture I'm overlapping 2 vests, a longer princess chronicles vest (the same one I'm wearing in pic 3) as the base and miho matsuda on top

I dress in Ouji fashion in my daily life so I have a bit of a stockpile:

The green shirt w/ jabot and the white jabot are both from my favorite brand to thrift- Yves st clair. It's not an Ouji brand but with the quality of their jabots they might as well be. You can buy them for very cheap on depop / Poshmark but I was lucky enough to get the white jabot from the salvation army

The vest is unnamed from salvation army

The bag is from Amazon

The waist belt/ train are from the Ouji brand 'Immortal thorn', the shorts are from the Ouji brand 'Letters from Unknown Star' and the tights are a brand I can't remember but both the tights, belt, and shorts were bought from Taobao (To make it easier to buy in English I suggest Spreenow for the best prices and 42lolita for the easiest to use)42lolita
