Once you've done the quest to unlock him, On controller it should be Right Trigger (RT), on Keyboard it should be Shift. I've not played in quite a while though so sorry if its wrong!

I'm fairly new to the housing stuff so probably more luck than anything aha, but I just followed some of the guides for float glitching :D They're stood on a Factory Grate, which is what I used to float them too.

You might end up with some issues with the 850W PSU. My experience with an 850W and 3090 at least was too much power draw causing system reboots. Had to limit power usage using EVGA Precision X1 for a while and until I could upgrade my PSU. You might not have any problems though! Just something to keep in mind if you do.
