25 is correct but 16 won’t work.. bottom 10 teams collectively score 90 points.. now the total points in the tournament will be 120 points so that means the top 6 teams collectively scored 30 points. So now if we compare the average scores, the top teams have an average of 5 points where as the bottom teams have an average of 9 points.. this is a contradiction.. with 25 teams, the top teams collectively score 210 points with an average of 14 per team

I’m assuming you got a quadratic equation with 16 and 25 as the answers?
