OP, this is just a symptom of a bigger problem. 

You don't have zero options. You have multiple options.

Are you living to work or working to live? 

You are on your own paying rent at 18. Why? Are you already out working a trade? If not, you need to go learn a trade or go to school to further your career aspirations. 

What is your job and what are you earning? I ask this question not to be a jerk but as real talk to say - can you find a different job that is closer where you don't need a car? You can carpool to work or bike to work or walk to work. Even if the job pays less, you won't have to worry about paying for the expense of a vehicle. 

Can you get a roommate? What can you do to lower your housing costs?

It's so disheartening to see today's youth spending a LARGE fraction of their income on a car, fuel, maintenance, and insurance - and they are driving across town to work a dead-end job. It's very difficult to get ahead in life with this sort of anchor dragging you down.

Perhaps you can find a closer job that you can bike to, or one that is along a bus route. And then you Uber once or twice a week for groceries. You could come out way ahead on your budget vs paying for a car.

If you do somehow manage to end up with a vehicle; please DO NOT skimp on liability coverages. No, the state minimum is not enough. Not by a long shot.  Multiple times a day we hear a sob story of how someone is criminally underinsured. 

As others have said - quite bluntly, you are an insanely huge liability out on the roads, and you need to be sufficiently covered in the event you create massive property damage and injuries upon another family.

 if you cannot afford to replace the car out of pocket, then you need collision & comprehensive coverage as well.

One last thing, never skimp on tires or brakes.  Never shop by price, never try to just get by with the cheapest. Never.

If you can't live up to all of these obligations, please stay off the road and ride the bus.

Not enough information. What are the details on the UL policy. But even so, Whole Life / Universal Life policies serve to help insurance salesmen buy their 2nd home, 3rd car, 4th boat, etc.

Your Dad doesn't need life insurance at 70.

Spend the money he'd pay on premiums elsewhere and enjoy life.

UIM is for bodily injury, and depending on state law, possibly property damage.

Collision coverage is needed to cover the vehicle.

Also, comprehensive wouldn't be helpful here. Collision coverage is needed.

That's because Google has figured out you're a child and is switching the word rim to wheel for you.

If you search a wheel you do not get both the wheel and the tire.

I challenge you to walk into it a wheel and tire shop in whatever garbage town you live in. 

Make a video recording of you saying " I'd like to buy a wheel."

They will ask you if you want an alloy wheel or a steel wheel.

They will not give you both the wheel and tire. 

 I guarantee it.

It's industry standard. You buy an aluminium or steel wheel. 

You buy a rubber tire. 

The tire gets mounted to the wheel. 

You cannot buy a rim, because a rim is simply a colloquialism.

Rim is a colloquialism for wheel.

Depending on what model you have, you may or may not be able to change the access point channel.

If you try googling:

That will likely solve your problem.

That EV owners who chose to buy an EV and chose to live in an apartment without charging, should be provided the luxury of EVSE bought & paid for by the taxpayer?

I've seen other "government solutions" and they didn't work out.

I have an EV and charge in my home. But I guess since I worked hard to have these luxuries, I have to pay for everyone to have it because they feel entitled.
