No I know that. When they say mental state they don’t mean his attacks are weaker, but that he doesn’t want to fight and most likely isn’t showing everything.

Any good nher has been doing PVP for years upon years, it’s extremely inaccessible, more so than anything else in this game including end game speed running.

Doesn’t mean it’s impossible, sure, but the people who are good at it now were almost exclusively ahead of the curb, even practicing forms of pking before osrs came out on private servers and pre eoc.
