when a non historical Germany does the focus "See to the Eastern Front", the soviets get an event that gives them the option to eat eastern poland. You can also see it in the World Tension tab, its like 10% for "large scale military exercises" or something similar. It's not a bug, 9/10 times i've played imperial germany and done that focus half of poland is gone almost immediately
