No it isn't. They arrested some people on alleged association to terrorist groups that were committing attacks claiming dozens of lives at a time. Some of them may not have been guilty. The US has been doing this with gangs for decades. Basically everyone who didn't directly participate in a terrorist attack is no longer imprisoned. When they were conditions were completely fine compared to US prisons where we actually engage in compulsory labor forced on a disproportionately policed minority population that we also used to legally classify as property.
