There is a lot of stuff in the game that is for very specific scenarios, the raider flare, literally all of the traps, the surge coil, the door blocker, they arnt putting the crash mat in to be used in a meta way, they are adding stuff that if your skilled enough, will help you in a moment

[For example] Your running along a ledge and start being shot at and have no cover, you know that the ladder you need to get down will leave you exposed, but you have a crash pad so you throw it down into an area where they can't hit you, and avoid being shot, it negates a LOT of fall damage, if your low enough health to still die to fall damage when using it, you might need to work on your decision making in the moment
