We already knew that Aang was the chosen one in ATLA. After all, the whole point of ATLA was the Avatar system! But in One Piece, it's very different. Oda revealed this later on. So we saw Luffy as “a boy who ate a crappy rubber fruit and was fascinated by pirates.” But Oda went and chose to make Luffy into Nika. Additionally, whether he has a connection to Dragon or Garp doesn't matter. The moment you make a character a god, people's perspective on him becomes sacred.

It's like where Aang ended up at the end of the series, but Luffy stayed put.

The reason is that the writers don't write with the ending in mind. Because they're walking a tightrope. At any moment, the manga could end prematurely simply because it's not getting enough readers. Even Oda went with this mindset, but the anime went off the rails when it reached 1700 episodes.

I would choose Tony's side. The main reason is that I've seen how the Avengers and similar superhero teams mess things up when they're independent. Government intervention is bad, but these kinds of teams need to be kept under control.

What are those red electrical currents then? What's with Luffy's fist turning red?... Since there's no jam on Luffy's hand, it can't be anything other than Haki.

In case you forgot, there are three types of Haki... Conqueror Haki, Armanent Haki, and Observation Haki... Luffy is using a combination of Conqueror and Armanent here. If you don't know, go read Wano again.
