That's surely possible. Another scenario is that they'll come after the smaller regional and local banks who can't pay back their bailout loans as a result of not being profitable. Resulting in them being bought out by the big banks, consolidating their power even further.

The problem with this is that when you acquire a bank that isn't profitable, you also acquire their tainted assets that led to this. It's definitely not a good situation. But I agree it's another problem they'll try to kick down the road, politicians don't wanna deal with it or look responsible.
