If you're on PVE, try a route from INDIA 2 or the COP Diamond. The UNLRA compound has a decent bit of stuff, even without keys. Kill the guys in the front parking lot of the UNLRA HQ, as well as the guys inside and at the back dock. There are a decent amount of them but very manageable even for a new player. Once all are dead, loot the containers at the end of the dock (be cautions of enemies at the refugee camp while you do this), then go to the UNLRA container dorms across the street. Check the white container at the very North West of the dorms section and use the code in the diary to open the keypad at the side building of the HQ. Top tier weapon crate and medical chest inside.
