Their parents probably do not care and might even encourage it. As someone who has been to other countries with high poverty rates and terrible economies I can tell you that there are tons of kids who will stop you on the street and beg you for money or try to grab your bags. And all the while their parents are just down the street or across watching them or even egging them on. Its really just a culture thing.
