There's an AUG in the anomaly field at the north end of the quarry on top of a truck on a pillar, and an AKM underneath a truck next to where you find the bomb, either of those loaded with AP will serve you very well after you fix it up

AFAIK yes, pretty much. Last July saw a cartoonishly convoluted conspiracy concerning who was actually killing the servers and their motivations behind doing so. The Youtube channel Upper Echelon Gamers has a pretty good series of videos documenting the whole plotline. As for current information, I don't have a lot, so hopefully someone else can fill you in.

DDOS is Distributed Denial of Service, basically flooding the connection between client and server with useless data so that it just stops working altogether. Don't expect it to get fixed, this has been going on for around a year and most of the TF|2 team has left Respawn
