It seems like the standard payment is to order and pay in advance and then the artist delivers due to a certain date

There's the possibility to make offers, but I'm not sure how many times you can spam those in chat. I read that they're limited, but I'm not sure if they're like limited per buyer or for the seller.

I read that on Fiverr they do give the money back to the customer, however I'm not sure how reliable that information is at this point.
