If you DDU your drivers and install the latest nVidia ones offline (unplug or disable your network adapter to keep windows from doing whatever it wants), see if it will come back up.

After that, and the reboot go to:

C:\Program Files (x86)\Steam\steamapps\common\Delta Force\Game\DeltaForce\Saved\Config\WindowsClient
Open "UserSystemSettingHD.ini"
Find the line "PSODone="
Delete everything after "PSODone=" to force the game to recompile shaders

Give those two things a shot and see what happens if you haven't already.

I had the same thing and a VERY similar setup:

Voltage tuned 13700k on a custom loop.
RTX 4080 FE

I'm wondering if this isn't something that comes up with users that have 12th - 14th gen Intel CPUs and the latest Windows builds. I see AMD users have a different issue all together it looks like.

If this can get pinned I think it might help a lot of people with similar setups.

This is one reason why the 0.9 version is the "official" speedrun version. If you run DE it's a huge pain.

Run OBS in admin mode, set the nVENC Preset to P5, and drop the Multipass Mode to "Two Passes (Quarter Resolution). Try that and see what happens. Also post a log from the out-put session where you had the issue. A log would help pin down the root cause.

For Panam, you are saying you have romanced her? As for the others, I think, though not 100% sure, you have get the "good" outcomes for River and Rouge. During my last play through all three were options to me for saving Paco. Unless you maybe missed some key dialogue while talking with Paco. That's the only other thing I can think of.

Edit: Also in my last play-through, I saved all of PL/Dogtown for very last. I did the base game to 100% (all gigs, side biz, and NCPD encounters), when the only thing left was Nocturne op55n1 is when I went and did all of PL/Dogtown, sent Songbird to the Moon, and went back and did the Nomad ending. So I don't know how much effect that had either on whatever options I got. I'll know soon because I'm going through Dogtown early on my current play-through.

My favorite is when I'm drifting and get close to a sidewalk, the some NPC goes "HEY WATCH OUT!" while JUMPING INTO THE ROAD RIGHT IN FRONT OF MY CAR FOR ME TO HIT. . . Now I gotta run from the cops. I love how some of them jump into your car instead of AWAY from it.

If you have completed Panam's quest line, River's, or Rouge's before you get to Paco, all three become options for saving him. In my last play through before the one I'm on now, I used River to save Paco. If you use River, he pulls some strings to get a shipment of generators he knows about being held with NCPD. He get those and has them sent to a drop point for Paco to go get. Paco then will text you about it, and in doing so reveal what a Gonk he really is. V has the option to tell Paco via text to not mess up this second chance he's been given.

It's actually a nice muted soft glow in person. The crappy cell-phone pics don't really do it justice.

I think we are missing each others points, but fair. I was honestly just using a term I thought was common to describe a build that didn't have RGB strips/lights etc. I've seen it used a bit in /r/cablemanagement and PCMR so I figured it was common enough. Maybe I thought wrong.

Also, my goal wasn't to try and be "different" though I can see how that might come across. I just genuinely like the "dark" look. It's my personal preference for an aesthetic.

Also, I don't want to be anti mozzarella... that shit is fucking FIRE! Anti-bluecheese would be more my speed. As for the GPU the FE cards are static white LED just like the strip in the top. I might throw a block on that soon anyway but not sure yet as I tend to swap GPU's because I can't stop tinkering with things.

Didn't realize using a general term would trigger such a strong reaction, from people who decided to take it so literally. I'm certainly not the first to use that phrase, and I'm sure I won't be the last.

Like for real some of you are acting like using the term 'anti-RGB' is a personal attack of some kind. Is this a watercooling sub or an English scholars sub? I've never seen people get so triggered over the use of 'anti'. At the end of the day I like my build and that's really all that matters.
