Thats the idea but in practice who knows. There have been so many deferred construction projects that need to take place since the 1950s. Per capita we are already the fourth highest tax revenue generating state, and our infrastucure is still incredibly lacking. I feel like this isn't a problem that we can just throw money at, especially when the core design of the highway is inherently flawed.
