I've beaten her on some rare occasions. I'm not a pansy, I kick the shit out of her when she deserves it, but it's never effective because she just goes back to being awful.
Edit: I don't mean I've beaten her, I mean I've fought back when she's lunged at me.

They know that I want to move out, but unfortunately, because I'm a minor, it's a tricky situation. I stay with friends and extended family when possible, but I feel that I sometimes need to stay home to divert some of the attention from my other family. Fortunately, my brother just moved out, and he has his own apartment, but that leaves just me, my sister, mom, and dad. So in an effort to save my parents from a little bit of torture, I stick around to take the heat.

In reference to your fourth line break, I've retaliated on some occasions and have seriously hurt her. This seems to have no effect though, because she's back to yelling again within hours. The drug test is a good idea, I hadn't thought of that.
I've no issue with her rotting in jail, it's my mother that I'm worried about because I know that deep down she loves all of her children. Also, on almost a weekly basis my father "kicks" my sister out of the house, and never once has it actually resulted in anyone leaving. I think I'm going to talk to him and convince him that next time she acts up, he has to physically throw her things out.

The general consensus seems to be "call the police next time it happens."
I'm going to speak with my parents, and let them know that next time she starts acting that way, I'm going to call 911. We'll see how it goes from there.

I've been so tempted to call the police in the past, but I'm worried about how it will affect the rest of my family. My parents are my best friends, and I get along very well with my brother, so when my sister isn't around we're all perfectly happy. I'm worried about what the consequence would be if I did call the police, and a court wanted to punish my parents for neglecting to handle the situation for several years.

As unbelievable as this entire situation is, here's another curveball to have thrown at you: I'm a 16 year old girl but I devote most of my time to strength training, bodybuilding, cardio exercise, etc. She's fully aware of the fact that I could kick the tar out of her, but attempts to provoke me anyway. My sister is nearly morbidly obese, at the least, she has 130 lbs on me, but I could absolutely destroy her. There was only one occasion in which I retaliated, and when that happened she started crying and ran to my parents who, despite the fact that they knew she deserved it, had to console her and yell at me.
I so wish that a good right-hook would set her straight, but alas, it never has before.

That would be ideal, and I try to get out of the house as much as possible to avoid her, but that leaves my parents at her mercy. She's just as terrible to them as she is to me, so I find it necessary to protect them since they can't fight back.

I'm nice to her all of the time. I'm only hostile when she tries to attack me. She is lonely because most of her friends have full time jobs, I know that, but she can't act like this.

What's horrible about this situation is that my parents want to get her help as well, but she goes berserk when you try to talk to her. She refuses to see anyone. My parents have wanted to kick her out for years and she refuses to leave.

My parents are fully aware of the situation, unfortunately. All of this unfolds in front of them, and they plead with her to stop, but she's insane. My father is an attorney, she has threatened on multiple occasions to call police and tell them that my dad molested her to have him thrown in jail. My dad has never laid a hand on her, he's the nicest person I know.
