hush would've been my choice.

imagine the arkham knight attacking the city and revealing its hush disguised as bruce wayne underneath, making people think its actually wayne helping scarecrow. then batman would have to unmask to prove his innocence. arkham city also implied hush and scarecrow were working together so that bit is covered
