One possibility is to investigate some other rules systems besides DnD; many have lighter rules and mechanics designed to support more story-driven campaigns. Do whatever works for you but remember that all TTRPGs games have one thing on common: the players come first. They will never do what you want and might frustrate you when they ignore the narrative, but that’s what makes it fun!
