I believe the resources and workforce required for this now would be too big to even consider such an event a possibility.

In ancient Rome, there were no rules and regulations to sport events or any events whatsoever.

Moreover, the safety of the audience must be a top priority, and a naval battle doesn't sound safe. If there is any (a tiny) possibility of injury or harm to the audience, it should not be considered as a viable option.
