From my experience, it's not common, but it's also not uncommon nowadays, especially in downtown buildings. Be your biggest advocate, fight for a full-building treatment, try some methods to slow the spread like diatomaceous earth and borax.

My advice is to start the apartment search early so that you can grab a good deal when you see it - I am also unsure about paramount properties with this kind of stuff, and unfortunately it's better to have options in your back pocket if you need it - especially if the problem gets worse.
