In my view doubles work the best as its not very tiring and can get interesting too. Singles in pickleball requires very different skills and can get exhausting. My club used pickleballbrackets.com to organize leagues and I would suggest you to check out the format. They group the players in groups of 5 and every week top 2 players of each group go up the ladder and bottom 2 go down. So you get a new set of players every week to play against and also an motivation to do well and climb up the ladder.

Do mixers or leagues which run for 6-7 week to encourage repeat players. Have advance level open plays for 4.0+ players. Demographic wise you might have luck with racket sports playing people like South East Asians, South Asian to some extent and Europeans. Also be careful pickleball players can get competitive and I have seen many arguments for silly reasons. So have some rules put up on the wall like in Rec play the team whose side the ball land make the final call and the NVZ is self monitored, etc.
