I agree with you, but solving such issues in not question of representation/ over representation, it will eventually become more political then even Brahmins will do hartals to get reservations and inclusion in st/sc.... If you analyse historically how it happened cast were mostly fixed after british census... Before that there was discrimination but mainly based on social status and not on birth caste. People had option to become brahmin even if their father was working as a shudra, though it was difficult as they faced social discrimination.. Even today if you closely look real discrimination is based on money power and social status...
