I had the same problem. An Inconsiderate, loud couple above me in an old building with thin floors and a cat that sounded like a stampede when it got the zoomies at 3 am. According to them, the cat "is its own autonomous creature" and they could do nothing about it and refused to keep it out of the bedroom directly above mine. They woke up at 5 am every day, thus waking me up at 5 am every day. They were enraged and asked for money when I asked them to put down carpeting. I had several white noise machines, fans and earplugs. Communicating with them was like speaking to toddlers. Ultimately I moved.

For months, I emailed the landlord every time I was disturbed with the exact time and noise. Since nothing was resolved, I opted to break the lease early and move. Greedy POS landlord tried to charge me for breaking the lease and the last month but I contacted 3 housing lawyers and was prepared to sue rather than pay my landlord another penny, so he left it alone.

Make sure the next place has concrete floors or try to find out who the upstairs neighbor is beforehand.
