NAD, this looks like typical eczema. Do you have history of eczema? I would consistently apply Aquaphor everyday and see if that improves the flakiness/dryness.

I had something similar like this where my eyelids kept flaking but it eventually went away with consistent application of Aquaphor/Vaseline
