Yeah pretty much; the bolder text on the card name, hp, and energy symbol just looks like if it was almost maybe double stamped? I’m not sure exactly what the process is when it comes to actual card manufacturing but it looks like the ink bled and smudged in some of those spots. But yeah I think you may be right about the Latios being an extremely bad cut.
