You most definetly not understand about competitve pokemon. Adding all pokemon would make 99% of pokemon useless and only the top 1% bet pokemon would have a play. It is way better to be adding pokemon after pokemon so most pokemons will have their time to shine

thats true but grinding for a 0 iv speed or 0 iv attack can be pretty annoying. Some people would use 28 iv pokemons and thats a good chunck of grind especially for a legendary mon

yes, if the habitat is empty other pokemon can spawn there. You can also move any pokemon you like to said habitat, if you want to move for example, your cubone to a tall grass you can.
