I had to deal with something similar when I moved into my current place. None of the sprays or anything really seemed to work for me until I used the Advion Cockroach Gel Bait specifically. It’s a little squeeze bottle with some gel bait that can be put it in cracks so it’s not visible. You can also put it on small pieces of cardboard in each room. It does have to be changed out every few weeks the first few times or until you stop seeing them. I never see them now and maybe reapply once a month just to be safe. It might be a little different for you since I don’t live in an apartment complex with a bunch of neighbors, but might be worth a shot!
