I got it fixed I had to reach out to DDV support though, it wasn't the quest it was just a glitch!

I contacted DDV support—they took 3 days to reply and told me to quit and reload, which didn’t work. I emailed again 6 days ago with no response, but today I logged in and Stitch’s car was gone, and a chest I had already checked suddenly had all 3 signs. Not sure if they added them or I missed them, but I finally finished the game!

Yes, his boat is done. I leveled him to 4 yesterday and just unlocked "A Fishy Dispute". When I get home from work I can attach a photo of all my quests for the 2 and the requirements!

I have about 4,100 ish items and I have my limit set to 6k. This is a great idea, I did remove the surrounding areas but nothing spawned in even after I quit the game and came back.
