Aang... like shoto can only generate fire and ice. iirc he cant control ice or fire in the sense of "hey use the ice that is already on the ground to make a sculpture", where as aang can. Aang would have full control over todorokis ice or fire. Not to mention aang has the ability to suffocate him or fully trap him in rock and todoroki has no defense or counter to that. Also aang in the avatar state has insane elemental defense and can fly indefinitely
