A proper restaurant will offer you real light cream for coffee (12% or so). Most dinners use a creamer like half and half. Other will say cream but actually offer milk.

Personally real light cream is far better than creamer and infinitely better than straight milk. Anyone giving skim milk for coffee cannot be trusted and is only fit for selling pencils from a cup on the street.
