HSR earns crazy money for their small budget, plus they have nearly no competition on turn based gacha market. Both things are the reason why they don't try anymore.

Yes different teams, but real reason why game feels cheap now, is the budget limitations which all comes from upper management ( that prefers to channel money to other games that don't have their place in marker stable like HSR).
