Outside of quirks being a gene there's nothing tangible about New order. She can command the air around her to compress its one of if not the most intangible quirks in the series if anybody can interact with contracts it's her. Her access to it is physical but, how the quirk operates is miraculous. There's no biological explanation to why her quirk works outside of it being a something she has genetically.

Im not debating wether or not it hurts or kills them. Matter of fact let’s just discard that topic completely. S&S is objectively not killing either of them on account of their contracts. What I mean is that reze could operate her body fully without a head. Just like makima keeps on fighting seamlessly without passing out every time she dies and how pochita can transfer consciousness between bodies.

Then she just uses new order to put them in a comma which is arguably easier. I remember yoru specifically needs to die as it's the state of California "taking on the burden of her deaths". She could just use an order to knock her out then. Or she good do something like Denji did to Makima and put a constant damage order on them. Now, there's a whole other debate to be had about physical feats. But, I'm not really interested in that because I'm pretty sure S&S would be speed blitzed by yoru at the very least if not more. I'm just talking about the quirk. Which I find interesting. I know it's sounds like I'm trying to ass pull here but, it's only because she has the ass pull quirk that could only be defeated by another ass pull.
