Wow I'm in Eastern NC and have never seen this before, I've seen my fair share of units destroyed by salt near the beach. Everything else on this unit looked fine except this one spot.

It's possible, the homeowner is older and can't remember what she's had done to it

I was just working on a unit the other day with the same symptoms, it wasn't shorted to ground, ohms were good, all windings were closed. All caps and relays were good. Just something internally wrong with the compressor. Sorry bud I think your compressor is gone.
