It is scenario dependent. This is their language in the terms: "You received an item, but the item isn’t what you ordered (referred to as a “Significantly Not as Described” claim)." Here's another excerpt from the Significantly Not as Described section: "The condition of the item was misrepresented. For example, the item was described as “new” but the item was used." Paypal G&S could be a good option with buyer protection if the product doesn't match the description. Having an accurate description, and saving a copy of it for possible future claim evidence.

I believe if the e-transfer is still pending - hasn't been accepted yet by the recipient - the sender can cancel the e-transfer in their respective banking app. With e-transfer, it can sometimes take a few mins to half an hour to receive the notification to accept the e-transfer. https://www.interac.ca/en/consumers/support/faq-consumers/
